SchemaDecl confused authoring with Catalog/ToolSpec delivery. Authors now declare ContractDecl (nested contract.* types) on Spec/LeafSpec/Shortcut; AttachContract registers only through cli.RegisterRuntimeContractFinal, and description provenance stamps cobra_help when Long wins.
